A)  Project Manager

B)  Project Manager and team (Correct)

C)  Team

D)  Sponsor

 Explanation: The Project Manager and team are the best selection to create the project management plan and the estimates that feed into it. They are the people doing the work, so they should have the opportunity to estimate and plan it as well as possible. The Sponsor pays for the project. The Project Manager or the team only wouldn't be a good choice as both are needed for a realistic plan.
